It spreads with an applicator like you'd find in your wifes nail polish application, though it does'nt seem to apply as smooth as the fast drying finish of nail polish it leaves the product you are painting with streaks that are hard to remove no matter how many times you try to smooth it. It still best to leave this kind of touch-up to professionals if you want your bike to look good.
